The City of Gainesville is allocated $6 million (taken off the top) from the County’s anticipated Infrastructure Surtax proceeds.


All nine cities, including Gainesville, are allocated a portion of an additional $6 million (taken off the top) from the County’s anticipated Infrastructure Surtax proceeds. $3 million will be earmarked for Joint Wild Spaces and Public Places projects and $3 million for Infrastructure projects on a reimbursement, matching, basis. Interlocal agreements will be developed once a city/town develops their desired joint project(s) list.

Fiscal Note:


UF Health through the interlocal agreement will reimburse the County $480,000 for the cost of the 5.0 FTEs (001.54.5450.various). The FTEs are two (2) EMS Attendants, two (2) EMT Drivers, and one (1) Captain. The total estimated annual personnel expenditures are $463,210 (001.54.5450.526.various), and recurring operating expenses are $16,790 (001.54.5450.526.various). Staff anticipates the unit going in-service in July. Three months of expenditures for FY23 is estimated at $115,802 for Personnel ($463,210/12*3), $4,198 for Operating ($16,790/12*3). UF Health will reimburse the County for the three months in FY23 at $120,000 ($480,000/12*3).

    Approve the interlocal agreement with UF Health for the funding of the Mobile Stroke Transport Unit, approve the lease agreement for the personnel, authorize the addition of five (5) FTEs (2 EMS Attendants, 2 EMT Drivers, and 1 Captain of EMS), adopt the resolution and approve the budget amendment to recognize the revenue and appropriate the funds, and authorize staff to impact bargain the addition of the Captain of EMS.

Fiscal Note:


$1 million set aside from Tourist Development Tax reserves. The Chair letter references additional vital infrastructure support, which has not yet been determined, nor a funding source for these costs.

Staff is proposing the creation of the Alachua County Water Conservation Fund, which is to be supervised and used by EPD for water conservation and resilient landscaping projects and programs to the extent money is available in the fund. The fund shall consist of all money recovered by the County in an action against any person who is found in violation of these articles. A new fund will be setup for this revenue if the changes to the ULDC is approved and adopted.

The remaining American Rescue Plan – State and Local Fiscal Recovery Funds (ARP – SLFRF) qualify as Revenue Recovery and thus are being reported as such use. The budget amendment transfers the remaining balance of all qualifying revenue recovery funds from the ARP – SLFRF Fund 234 to a sub fund of the General Fund, Fund 052. All remaining balances of projects identified and allocated by the Board will remain funded and in process out of Fund 052. Section 196.26(3) F.S. states, “Land that is dedicated in perpetuity for conservation purposes and that is used for allowed commercial uses is exempt from ad valorem taxation to the extent of 50 percent of the assessed value of the land.”


County would only purchase development rights, so acquisition costs would be much less than stated above (excluding remaining land rights and all site improvements).


Estimated stewardship costs for the initial 10 years for both properties total: $219,216.


Sufficient budget exists in the Wild Spaces Public Places Land Allocation for these costs.

    Accept standard insurance requirements and allow staff to manage the risk management program in accordance with best practices.

Fiscal Note:


The recommended health insurance premium increase is estimated to provide a FY24 closing surplus of $13,137,584. This exceeds the “Best Practice” 120 claims reserve of $10,652,535.


To increase the Alachua County retiree health care supplement from $3.00 to $5.00 will cost an additional $392,000 in FY24, and the to increase the supplement to $7.50 will cost $880,000. During the 2023 legislative session the State raised the FRS subsidy from $5.00 to $7.50. This cost will be allocated to all payroll within the Board of County Commission (BoCC) and Constitutional Officers’ Employees.
