Fiscal Note:
The amount of the option payment is a non-refundable $1,000.00. However, if the option is exercised, the $1,000.00 will be applied to the final purchase price of the contract.


Total acquisition cost is $1,453,347 for the land plus $111,200 for due diligence and closing services. The basis for these estimates is detailed below.


In order to provide sufficient spending authority to cover an unanticipated change in acquisition costs, staff is requesting authorization to expend an amount equal to the estimated acquisition and due diligence costs, plus 10%.

* Partner Agency Management Option – Joint Participation Agreement with SJRWMD (Exhibit 3)


County staff have negotiated with St. Johns River Water Management District (SJRWMD) for partnership in the acquisition and management of this this property. Through execution of the Joint Participation Agreement (Exhibit 3), SJRWMD will provide 20% of the purchase price (not to exceed $290,669.40) and certain pre-acquisition and acquisition-related costs associated with the transaction not to exceed $9,300. Additionally, SJRWMD will assume management responsibility for the property, to be added to the Lochloosa Wildlife Conservation Area via an Annexation Agreement. Under this agreement, Alachua County will have no financial obligations for the stewardship.

    1.Approve and authorize the Chair to exercise the Lochloosa Connector – Rimes Tri-Party Option Contract to purchase Real Property, subject to the County’s rights to conduct due diligence inspections and notice Seller of Title Defects and Environmental Defects as set forth in the Contract;

    2.Approve the acquisition subject to the non-permitted title exceptions, #7, #8, #9, #10, #11, #12, #13, and #14, and to the subject to the concurrence of the county attorney and of the closing attorney;

    3.Approve and authorize the Chair to exercise the Lochloosa Connector – Rimes Joint Participation Agreement with the St. Johns River Water Management District; and

    4.Authorize staff to execute additional documents as necessary to close the transaction and including the pursuit of a non-public access easement on SE 148th St.; and

    5.Approve the attached budget amendment authorizing the expenditure of funds for due diligence and associated closing costs.

Fiscal Note:
The estimated cost of a new code officer would be $128,804.04 the first year. This includes an estimate of $40,000 for a new vehicle. The following years would not include the original vehicle purchase cost but would include the vehicle replacement and computer replacement cost. The cost of the position should be reviewed and updated with the County’s yearly budget cycle. The estimated expenses/revenues are not currently included in the FY24 budget. If approved, a budget adjustment would be necessary to adjust the current budget. Funding for Code Officers is in the General Fund – Unincorporated budget – 008.65.6510.

    Direct staff to prepare interlocal agreements to assist Hawthorne, Archer and Waldo with Code Enforcement with the cities covering the cost of a code officer.

Fiscal Note:
The Alachua County Tree Planting Program operates utilizing funding from the general fund 001.41.4150.572.46.00, and the Alachua County Tree Mitigation fund 264.41.4150.572.46.00. Adequate funding exists in both funds to support these actions.


There is no additional cost or guaranteed budget commitment for this agreement; the costs are part of the annual tree planting program’s regular budget. The County will purchase and plant the trees and the City will provide the long-term maintenance of the planted trees.

    Staff recommends the following Board motions:

    1. Request Board approve and authorize the Chair to execute the Tree Sponsorship Interlocal Agreement #14032 between Alachua County and the City of Archer (Exhibit 1).
    2. Request Board approve authorize the Chair to execute the Tree Sponsorship Interlocal Agreement #14038 between Alachua County and the City of Waldo (Exhibit 2).
    3. Request Board approve authorize the Chair to execute the Tree Sponsorship Interlocal Agreement #14017 between Alachua County and the Alachua County School Board (Exhibit 3). If so moved, staff will forward the Chair-executed agreement to the Alachua County School Board for execution.

Fiscal Note:
From FY24 001.19.1919.519.46.00 expense budget of $341,667, moving $80,000 to Project 8211904 Public Works Fleet Building Siding Replacement.


From FY24 001.19.1919.529.46.00 expense budget of $681,667, moving $30,000 to Project 8201913 Sheriff Headquarters Chief of Staff Flooring Replacement.

The Capital and Preservation Projects Supervisor is a reclassification of an existing position; it is a vacant position will result in an hourly decrease from $ 38.9903 to $ 31.7136. The Court Services Assistant is a reclassification of an existing position; it is a filled position which will result in an hourly increase from $21.0549 to $23.1604, this increase was not part of the FY24 budget. The OMB Data Analyst Coordinator is a reclassification of an existing position; it is a vacant position, and the grade 17 will remain the same. The SR Forester/Landscaping Inspector is a new classification, grade 16 and budget was requested in the FY24 budget.

No fiscal impact at this time, funding will be set up for grant and match before awarding of RFP 23-426. The Bicycle-Pedestrian Master Plan is to consist of $40,000 that has been set aside for the last couple years as the match with the rest of the grant coming from UF in the amount of $60,000.

Fiscal Note:
The current Learning Management System, Skillsoft, is budgeted in FY24 for $68,034 at 001.18.1851.513.46.00. This new system is to run concurrently with Skillsoft, however additional funding has not yet been identified. Once funding is identified, the budget amendment and contract with the final approved vendor will be brought back to the Board for approval.
