    1. Hear update about the 2025 World Masters Indoor Athletics Championship event.
    2. Authorize the County Manager to execute a license agreement for the property known as West End with the Alachua County Local Organizing Committee, Inc and to execute any amendments consistent with the use of the property for the stated use, at no cost and contingent on the purchase of West End, and with only authorized improvements permitted by licensee and all improvements left on property following the end of the license term.
    3. Set aside (not to exceed) $645,000 from Tourist Development Tax reserves for necessary expenditures related to the property known as West End, as authorized by Florida law, and not covered by the State appropriation for the World Masters event. Any use of these Tourist Development Tax funds would require Board approval.
    4. Approve the corresponding budget amendment moving Tourist Development Tax funds from reserves to the appropriate accounts.

Department has allocated funds in FY24 of $1,500,000 for Hazardous Waste Collection Facility in account 405.76.5541.537.63.00 and $1,500,000 for High Springs/ Alachua Rural Collection Center in account 403.76.7610.534.63.00. Additional funding will be required to construct the Hazardous Waste Collection Facility.

Project 6214104 Land Management: Buck Bay Flatwoods already exists for the maintenance of the Raydient Tract of this preserve, funded from Wild Spaces Public Places funds. The Department has been setting aside over $1million per year for land management on properties acquired with WSPP funds since FY21 which includes the additional budget to cover the expenses for management of this tract. Management of the original Cox and Moore acquisition will be funded through timber sale revenues (fund 261.41.5594.389.9100) which have been generated from the property, and the annual department general fund budget which supports staff time and equipment for acquisitions which pre-dated the 2016 Wild Spaces and Public Places funding.


Total estimated $10,000 in annual maintenance costs.

This is a no-cost renewal extending the term of the agreement, the Department of Transportation’s cost sharing responsibility to compensate the County up to $86,000 shall be extended to 12/31/2026.


Both the revenues and expenses of $86,000 are included in the FY24 budget in Fund 260 (Water Conservation Grant Fund) and associated with project number 8205502 - Main Street Detention Pond Outflow Filter.

Fiscal Note:
The Department of Fire Rescue contributed $635,291.80 to the Vehicle Replacement Fund (VRF) for Quint 23. The actual replacement cost is $1,497,375.42 which leaves the VRF short by $862,083.62. A transfer from the MSBU-Fire Reserve (001.04.0440.590.99.20) to the Fire Rescue operating budget (011.54.5480.522.44.21) is necessary to reimburse the VRF. This transfer will reduce the MSBU-Fire Reserves from $2,684,079 to $1,821,995.
