$3,000,000 will be included in the total project cost when debt is issued to construct. A budget amendment and total funding identification will be included in a final negotiated agreement when it returns to the Board for approval. $1,000,000 is set aside in General Fund – Revenue Recovery for design of a new animal resources facility and $2 million from one-time non-ad valorem reserves.

    Direct Staff to Negotiate Lease with UF for the New Animal Resources Site to be located at the Swine Unit on UF property

Fiscal Note:
Not to exceed $875,000 of the City of Gainesville’s allocated $3,333,333 in joint Wild Spaces Public Places partnership project funding.


It should be noted that of the $3,660,000 awarded to the City of Gainesville as part of the 2016 Wild Spaces Public Places ½ cent surtax partnership project funding, only $125,000 has been spent/reimbursed by the County for one City-completed project, as of January 12, 2024.

  • Recommended Action:

    Approve the Joint Wild Spaces Public Places Project with the City of Gainesville for the NE 31 Avenue Trail; authorize the County Attorney’s Office to develop the corresponding agreement; once the agreement is executed by the City of Gainesville, authorize the Alachua County Chair and Clerk to sign.

Fiscal Note:
Funds are appropriated in the FY24 Budget to cover fees associated with publishing the public hearing advertisement in the general fund, account 001.65.6500.554.49.04 account which is in the operating category and description is legal advertising.

    Approve a request to advertise for a Notice of Public Hearing for proposed amendments to the ULDC.

Fiscal Note:
The grant application request is for $102,110.44 and requires a 25% local match of $34,036.81 for a total of $136,147.25. There is sufficient budget within the Fire Rescue Operating budget from the Public Emergency Medical Transportation (PEMT) revenue to cover the required local match of $34,036.81 (091.54.5450.526.64.00 #6195410 All). When the grant award document is received the budget amendment will come back before the Board to amend the FY24 Budget.

The total project budget amount is $10,613,730 after approval of the attached budget amendment from the following funds/amounts: FDOT Grant Fund (329.79.7910.541.63.99) = $1,200,000, Impact Fee-NW Trans District Fund (336.79.7910.541.63.03) = $2,158,465, Transportation Trust Fund (341.79.7910.541.63.03) = $4,655,900 which includes $82,835 from GRU, and Multi-Modal Transportation Mitigation NW District Fund (354.79.7910.541.63.03) = $2,599,365 for this project.

    Approve the Award and Agreement 13863 with V.E. Whitehurst & Sons, Inc. for ITB 23-411 Mill and Resurface NW 23rd Avenue From I-75 to NW 58th Boulevard, Project 917-7914, for a total fiscal impact of $8,978,287.24. Also, Fiscal Services is requesting approval of Budget Amendment 24-1035 and Resolution.

Fiscal Note:
This is a planned replacement included in the FY24 budget. Budget to cover the cost of the new vehicle is - $59,000 in account 021.41.4160.537.64.00 which is the Wild Spaces Public Places Fund/Expense: Machinery and Equipment purchases and $138,270 in account 506.04.0460.513.64.00 Vehicle Replacement Fund/Expense: Machinery and Equipment.

    Approve the issuance of a purchase order to Trane U.S. Inc., in the amount of $2,490,000.00.

Project is funded in the 2022 Capital Improvement-Court Services Building Fund in accounts: 324.19.1912.519.62.00, 324.19.1912.712.62.00, and 324.19.1912.519.62.20, Project: 9201902 – Court Complex Building/Project with estimated total project budget of $20,000,000.

    Approve and authorize the Chair to execute Agreement 13981 with EDA Consultants, Inc. for the Civil Engineering of the New County Court Complex.

Fiscal Note:
There is $325,990 to cover the purchase of the pavilion in account 140.41.4126.572.62.00, Project 6204104 Cuscowilla Park: Improvements: Pavilion.


This project is not on the FY24 Adopted Capital Improvement Plan (CIP) nor was this project included in the Parks Master Plan. The idea for this project was developed during camp this past summer.

    Approve and authorize the Chair to execute Addendum Agreement 14051 with Bliss Products & Services, in the amount of $325,990.00.

Approve resolution which includes recognizing unanticipated revenue and approving budget amendment which increase the revenue in account 329.79.7910.331.4900 – Intergovernmental Revenues Other Transportation and expense in account 329.79.7910.541.63.99 – Other infrastructure by $2,024 each for a total of $4,048.00.

    Adopt Resolution for the CR 231 at NW 156th Avenue Intersection Improvements LAP Agreement which includes recognizing unanticipated revenue, approving budget amendment, authorizing the Chair to execute the agreement and authorizing the County Manager, Public Works Director, or County Engineer to execute subsequent agreements related to the

    project.

Fiscal Note:
WALDO TREE FARM TOTAL ALL COSTS - $453,534.56, COLASANTE TOTAL ALL COSTS - $1,896,071.63, and DINH TOTAL ALL COSTS (ALACHUA COUNTY PORTION) - $428,918.29. These are the final totals for these three properties: individual amounts are listed in the attached report.
