12:00 PM or as soon thereafter as possible - Members of the public may only speak during one of the two designated "Public Comment" periods during the course of the morning and evening Regular meeting.  Members of the public commenting on issues appearing on the agenda during the first "Public Comment" period will not be entitled to speak on those issues during the remainder of the meeting.  All members of the public wishing to speak during the "Public Comment" portions of the agenda will be limited to three (3) minutes to make their request or presentation.  Members of the public wishing to speak on quasi-judicial matters should be encouraged to speak during the hearings on those matters, since the Board's decisions in those matters may only be based on evidence in the record of the hearings.

Fire Rescue will incur most of the costs for the program at this time. Approximate costs are $242,000 which will be covered be split between the General Fund 001 and MSBU Fund 011. There may be some cost for back filling people working out of class and potential loss of productivity.

    Accept the award of funding, approve Amendment #10, approve the resolution and attached budget amendment, approve interfund loan request of $50,000.00 and authorize the Board Chair to execute the agreement.

Fiscal Note:
As to case #3 on the attached list, it is expected that Alachua County will incur a filing fee of $400.00, plus a fee of $10.00 for issuance of the Summons, plus $40.00 to pay the Sheriff’s service of process fee, for a total of $450.00. These costs associated with this case are covered by the Animal Resources’ budget. Budget exists to cover all costs in 001.25.2500.562.49.00.

    Approve the 2023-2024 State-funded EMPA Agreement, adopt the Resolution amending the Adopted Budget, approve the Budget Amendment (2023-00002703), and authorize an Interfund Loan not to exceed $105,806.00.

Fiscal Note:
For the first year of this Amendment EMS Technology Solutions, LLC shall be paid an amount of $73,114.00 consisting of a one-time cost for setup, training, and hardware fees. A portion of these fees have been paid out this fiscal year, due to the previous agreement’s annual fees. Newly added and amended items are currently encumbered in fund 001.54.5450.526.52.00, project #: 6195410 Fiscal Year (FY23) ($48,400) and 001.54.5450.526.52.31, project #: 6195410 FY23 ($15,900). The $15,900.00 recurring license fees will be included in future Fire Rescue operating budgets.

    The Development Review Committee reviewed the Plats at the July 7, 2023 hearing and recommended approval of the Plats to the Board of County Commissioners (BoCC) based on a finding of consistency with Florida Statutes, the Alachua County Comprehensive Plan, and the Alachua County Unified Land Development Code.

Fiscal Note:
This is a (re)classification of (3) existing positions; two of the positions are vacant and will have no budgetary impact until each position is filled. One filled position will result in an hourly increase from $23.3235 to 25.6559. The positions are funded through General Fund (001.36.3690.569).

    Request approval of the Fiscal Year 2022-2023 revisions to the Non-Bargaining Pay Plan

Fiscal Note:
Funding for this service is budgeted in the Waste Management Assessment Fund, Account 405.76.5541.537.31.00. This is a unit price and the total cost to the County will vary with the amount and type of E-Scrap collected and recycled. The estimated cost for Fiscal Year 2024 (FY24) is $133,000.00 and is reflected in the FY24 budget.

There are sufficient funds in account 400.76.7630.534.34.00 to cover up to $165,000 for Fiscal Year 2023 (FY23).

    1. DOJ Local Solicitation: Authorize the Sheriff, or his designee, to apply for the $73,335 allocated to the County for the Local Solicitation and authorize the Chair to sign all forms related to the application and subsequent award and acceptance of funds.

    2. Countywide Program FDLE: Authorize the Chair to sign the Certificate of Participation to serve as the coordinating unit of government for the grant process and designating the Sheriff, or his designee, to serve as the County Coordinator.

Fiscal Note:
The Interlocal Agreement for recycling processing is on a sliding scale based on blended market price. When the blended market price is high, there is revenue sharing (400.76.7660.534.52.00) with the County paying the City but when the market price is low, the City has to pay the County a processing fee (400.76.7660.369.5000).
