    1. Approve the exercise of the option to purchase the property described in the Santa Fe River – Block Option Contract to Purchase Real Property (“Contract”) and authorize the Chair to execute notice to the Seller of same, subject to the County’s rights to conduct due diligence inspections and notice Seller of Title Defects and Environmental Defects as set forth in the Contract; and

    2. Approve the acquisition subject to the non-standard title exceptions #5 & #6; and

    3. Authorize staff to execute additional documents as necessary to close the transaction; and

    4. Approve and sign the attached Resolution and Budget Amendment to recognize unanticipated revenue authorizing the expenditure of funds for due diligence and associated closing costs and for grant award; and

    5. Approve and authorize the Chair to sign the Grant Contract Agreement LPS0107 between Alachua County and the Florida Department of Environmental Protection; and

    6. Authorize the County Manager to execute all related documents and amendments as needed to receive the grant.

Fiscal Note:
There is no fiscal impact related to this Action item. The proposed model for a speed detection program would involve contracting a qualified vendor who would bear any initial costs for the program.  Once operational, the program should be cost neutral or revenue positive.

    1. Direct Staff to advertise an ordinance to enact the use of Speed Detection Systems in Alachua County School Zones.
    2. Direct Staff on the time frames to be enforced consistent with the options in F.S. 316.008(9).

Funds to cover fees associated with publishing the public hearing advertisement are appropriated in the FY2024 budget in the general fund, account 001.65.6500.554.49.04, which is in the operating category and description is legal advertising.

    Approve the Option Contract for Assignment and Assumption of Agreement For Sale and Purchase to assume Viking Companies, LLC’s rights and responsibilities as Purchaser under its Agreement for Sale and Purchase with West End Golf Club, Inc (Seller) of the West End Golf Course property, authorize the Chair to sign the Option Contract, delegate and authorize the County Manager to evaluate and accept or reject title and survey exceptions, and authorize the County Manager to execute any other documents necessary to close and complete this acquisition.

Fiscal Note:
$962,618 in total is budgeted for the Fresh Food Pathways Program.

    Authorize staff to negotiate an agreement with the top ranked firm. Should the staff be unable to negotiate a satisfactory agreement with the top-ranked firm, negotiations with the unsuccessful firm will be terminated. Negotiations with the second-ranked firm may be undertaken in the same manner in order of ranking until an agreement is reached, and so forth.

There could be recording fees associated with this authorization to advertise the unimproved plat and right-of-way vacations which are accounted for and budgeted in account 149.79.7910.541.49.00 in the Gas Tax Uses Fund with the account description of other current charges and obligations.

  • Recommended Action:

    That the Board adopt the proposed resolution to set a date and time to hold a public hearing to consider vacating a portion of the plat and unimproved rights-of-way dedicated to the County by the plat of Orange Summit of Hawthorne Heights and authorizing the County staff to advertise same.

Fiscal Note:
Resolution for unanticipated revenues includes a budget amendment increasing funds in the FDOT Grant Fund by $2,500,000 for State Funded Grant Agreement FPN# 432240-5-54-01 and $10,677,045 for SUN Trail Agreement FPN# 439934-4-54-01 in account 329.79.7910.541.63.01 with the account description of Infrastructure Sidewalks/trails/signals. The $3,286,016 in local match in the SUN Trail Agreement is expected to be covered through an existing Developers Agreement.

    Execute the resolution to accept this grant funding from FDOT which includes budget amendment revising FY23-24 amended budget Execute the two funding agreements. Authorize the County Manager or Public Works Director to execute any subsequent agreements with FDOT for the planning, design, construction, or maintenance of the Archer Braid Trail Kanapaha Segment.

Fiscal Note:
This will result in an overall increase in employer premiums by $1.9 million.

    Approve the health insurance premium changes to include a 4% increase in the employer portion of the health insurance premium, increasing the employer cost share percentage to 90% for employee only coverage and 80% employee plus one and family coverage on the 5770 plan and reciprocity on the 5781 plan, and a change in the financial policy on the Best Practice Safe Harbor Surplus from 120 days to 180 days

This amendment is to allow GSC to assist the County in promoting the 2025 World Masters Athletics Indoor Championships. The county agrees to reimburse GSC up to and not exceeding the following amounts $205,000 in FY24 and $150,000 in FY25 for a total of $355,000 which will be funded from Tourist Development Tax Reserves.
