There is a total of $962,618 budgeted for the Fresh Food Pathways Program. The project utilizes $212,618 from the Emergency Food Assistance Project #ARP2021x008 and $750,000 from the Alachua County Food Security – Strike Out Hunger Project #ARP2021x016 (Revenue Recovery Fund: 052.00.0064.564.34.00) This total represents the full project allocation, not remaining funds.


The budget is distributed across the four deliverables as follows:

  • Deliverable I: Market Analysis
    • Consulting fees: $174,900 (fully expended)
    • Community engagement expenses: $61,500 (of which $3,146.90 has been spent)
  • Deliverable II: Operating Model & Pilot Projects
    • Consulting fees: $149,400
    • Community engagement and pilot project subawards: $390,420
  • Deliverable III: Food Hub Design
    • Consulting fees: $109,200
    • Community engagement expenses: $12,580
  • Deliverable IV: Business Plan & Final Report
    • Consulting fees: $62,800
    • Community engagement expenses: $1,200
      Of the total budget, $496,300 is approved for consulting services and planning activities during the 30-month contract period, and $465,700 is allocated for project expenses, community engagement, including $375,000 in subawards to operate the pilot projects.

      Following completion of the feasibility study and Deliverable IV: Business Plan & Final Report, funding sources will need to be identified to support development, implementation, and operations of the recommended food hub model.

This action does not obligate any funds, but establishes an agreement allowing USDA partner funds to provide cost-share for County-acquired conservation easements, if approved. Any purchase contract for a conservation agreement will be presented to the Board for consideration on a separate agenda item, along with any acquisition costs or budget associated with that specific purchase contract.

    Request for the Board to adopt a Resolution authorizing the County Manager or her designee to complete and execute the U.S. Department of Agriculture Natural Resources Conservation Service Entity Application for an Agriculture Land Easement Agreement, and execute all documents associated with it including any amendments to the application. Also, authorizing the County Manager or her designee to negotiate, finalize the terms and conditions, and execute the Program Agreement between the USDA Natural Resources Conservation Service and Alachua County for the Agricultural Conservation Easement Program Agricultural Land Easements (ALE) Agreement, and authorizing the County Manager or her designee to execute all the associated documents with this Program Agreement.

Total estimated cost for acquisition and 10-year stewardship: $389,200

The current annual property tax revenue of all the project parcels is: $2,289.87


Purchase and maintenance would be funded from the Wild Spaces Public Places surtax.

Fiscal Note:
State Statute s. 318.18(3)(d) includes the penalties to be assessed and collected by the county and distributed to the various entities. Projected impacts and costs related to program implementation will be evaluated by the BoCC and Alachua County Sheriff’s Office Staff after six months.

    Approve the interlocal agreement, No. 14669 for the Alachua County School Zone Speed Enforcement and authorize the Chair’s signature.

Fiscal Note:
The (re)classification from Maintenance Supervisor III to Operations Unit Coordinator; five vacant positions will result in an hourly increase from $ $25.3716 to $31.1934. The Sports and Events Coordinator is a new classification with the base hourly rate of $25.3716 and remove Tourism and Economic Development Director from Non-Bargaining Pay Plan and add to Senior Management Pay Plan, the grade remains the same.

Facilities Management has $13,000.00 budgeted in account 001.19.1912.519.34.00 (Other Contractual Services) with other accounts available to provide funds as needed. The NTE is $450,000 because other departments may use these agreements.
