    a.Reserve for contingency requests in the General Fund, Municipal Service Taxing Unit (MSTU) Law Enforcement and Municipal Services Benefit Unit (MSBU) Fire Funds must be approved by the Board of County Commissioners. The Board will use the procedures and evaluation criteria set forth in this, and other policies.

    Such requests will be evaluated as to the:

    i.Urgency of the request.

    ii.Scope of services to be provided.

    iii.Short and long-term fiscal impact of the request.

    Item #1 - $1,000,000.00 Mill Creek Watershed

    1. The BoCC has asked the County attorney to review the Mill Creek watershed due to its potential environmental impacts. Further review and evaluation are required by the County.
    2. Professional consultant services and legal costs may arise from research and possible litigation.
    3. These are preliminary cost estimates; additional funds may be necessary depending on future BoCC decisions.

Construction of the Turkey Creek Preserve observation platform and boardwalk will be funded as follows:

  1. Alachua County’s 25% of the project costs will be funded from: Fund 167.55.5580.537.63.98 – up to $28,073, and Fund 261.41.5587.537.63.98.

     2. Through this grant, Florida DEP – FRDAP will fund the remaining 75% of the project costs.


This project is part of the County’s Capital Improvement Plan.

This additional FTE for GIS Manager was approved during the budget process for FY25. It is a classification that was removed from the pay plan in FY23 and the FY25 minimum base hourly amount is $43.5202. The position is funded in Growth Management 001.65.6500.554.

Budget in the amount of $1,500,000.00 is included in multiple divisions and funding sources which include Funds: 001 General Fund, 008 MSTU Unincorporated, 021 & 140 Wild Spaces Public Places, 146 Stormwater Management, and 178 Hazardous Materials.

Facilities Management has $100,000.00 budgeted in accounts: 001.19.1912.519.34.00 and 001.19.1912.712.34.00 (Other Contractual Services). The NTE is $450,000 because other departments may use these agreements.

Should the staff be unable to negotiate a satisfactory agreement with the top ranked firm, negotiations with the unsuccessful firm will be terminated. Negotiations with the second ranked firm may be undertaken in the same manner in order of ranking until an agreement is reached.

Fiscal Note:
There are sufficient funds in the FY24 Animal Resources & Care Budget to cover the increase; however, the Donation Fund was added to the purchase order to cover the costs from this amendment.


This purchase order utilizes the General Fund accounts: 001.25.2500.562.52.00 Operating Supplies and 001.25.2500.562.52.50 Operating Supplies- Medical. And now the Donation Fund account: 167.25.2500.562.52.00 Operating Supplies.

Growth Management manages the contract. The users of enterprise permitting system: Growth Management, Public Works, Codes Administration, and Environmental Protection have budgeted $123,000.00 for existing staff licenses in multiple funds/divisions with the ending account 54.80 with the account description of computerized information. The not to exceed amount in the contract is to provide for possible additional software integrations in the future if necessary. Those potential integrations would require budget to be identified by the Department requesting the integration at that time.

The resolution for unanticipated revenues includes budget amendment increase FDOT Grant Fund by $1,125.00 for expense account 329.79.7910.541.63.99 which has the account description of other infrastructure.

    Adopt Resolution approving the NW 141st Street and NW 166th Place Sidewalks LAP Agreement which includes recognizing unanticipated revenue which includes budget amendment, authorizing the Chair to execute the agreement and authorizing the County Manager or Public Works Director to execute subsequent amendments and agreements related to the project provided said amendments or agreements do not increase the County’s obligations to fund the project. In addition, the County staff requests that the Board waive its anti-indemnification policy due to the fact that section 15.b. of the LAP Agreement requires the County to indemnify, defend and hold harmless FDOT to the extent and within the limits of section 768.28, Florida Statutes.

Fiscal Note:
The Justice and Treasury Forfeiture Funds received additional revenue. The resolution and budget amendment amend the FY24 Budget to recognize and appropriate the additional revenue. Fund 157 – Justice Forfeiture Fund; Fund 184 – Treasury Forfeiture Fund
