Not to exceed $200,000 of the City of Newberry’s allocated $333,333 in joint Wild Spaces Public Places partnership project funding and $333,333 in joint Infrastructure partnership project funding. Funding for Infrastructure projects is budgeted in Fund 142.

    Approve the City of Newberry’s two applications for Municipal Partnership Program surtax grant funding, one for WSPP grant funding in an amount not to exceed $200,000 and one for Other Infrastructure grant funding in an amount not to exceed $333,333.00; authorize County staff to finalize the Grant Agreements using the attached Form Grant Agreement, and upon approval from the County Attorney’s Office authorize the Alachua County Chair and Clerk to sign the Grant Agreements.

Fiscal Note:
The County will pay Cenergistic a set rate of $26,700.00 per month, for the five-year term of this Amendment, for a total of $1,602,000. The $26,700.00 per month represents over a 25% reduction in fees to move from shared performance to a fixed amount.

    Convene as the Land Development Regulation Commission and find the proposed amendments to the Unified Land Development Code consistent with the Alachua County Comprehensive Plan. Reconvene as the Board of County Commissioners and approve the ordinance.

Fiscal Note:
The proposed changes in Chapter 364 and Chapter 407 Article 12 will have the effect of no longer collecting Transportation Impact Fees or Multi-modal Transportation Mitigation for new projects. Both of these fees are being replaced with the new Mobility Fee, adopted in Chapter 365, that goes into effect March 1, 2024.

The total purchase price of the right of way and easements is $1,050,000 split evenly between a cash payment and Multimodal Transportation Mitigation (MMTM) credit of $525,000 each.

    Approve and sign the Grant Agreement, adopt the Resolution, approve the Budget Amendment, approve the Grant Agreement Point of Contact Information Update form from the State of Florida, Division of Emergency Management, and authorize an interfund loan not to exceed $105,000.00.

Fiscal Note:


The overall budget for this project is $350,000, approved on February 13, 2024, with $262,500 coming from the USDOT’s Safe Streets and Roads for all grant program and $87,500 provided by Alachua County as local match from salaries and benefits of staff time for the Senior Transportation Planner, Principal Planner and Civil Engineer III. The grant agreement amendment reallocates funds among cost codes, but the overall contributions remain unchanged (grant: $262,500; local match: $87,500). Fund 240 – Safe Streets/ Roads for All Grant was created to account for grant activity, specifically Expense Accounts: 240.79.7910.541.12.00 – Regular Wages and 240.79.7910.541.31.00 professional services.

Fiscal Note:
The Transit Services Agreement will require the County to pay a total of $3,691,396 in quarterly payments over a two-year period. Fiscal Year 2024 has $1,460,742 appropriated in account 008.79.7940.544.34.00 in the MSTU Fund, other contractual services. The FY24 contract increase of $304,273 will be added to the mid-year budget adjustment. The Fiscal Year 2025 tentative budget will appropriate the contract amount.

With approval of the budget amendment moving funds in the Gas Tax Vehicle Replacement Fund from Appropriated Reserves to capital category and funds in the Stormwater Assessment Fund from operating expense to capital there will be enough funds in the FY24 budget to purchase one pump from Gas Tax Uses Fund account 149.79.7900.541.64.00= $138,995.11, three pumps from the Stormwater Assessment Fund account 146.79.7920.541.64.00=$416.985.33 and two pumps and two additional enclosures from Gas Tax Vehicle Replacement Fund=$349,970.22 from the account description for all three funds of machinery and equipment > $5,000.

    Approve the issuance of a purchase order to Tom Evans Environmental, Inc. in the amount of $905,950.66, and the resulting budget amendment as noted.

Fiscal Note:
The recommended lease agreement will run for 30 months per space. The Employee Health Clinic rent is $66,660.00 annually and the new Employee Pharmacy will be $37,860.00 annually.


There is sufficient budget in 507.04.0490.519.44.00 to cover both leases.

The additional compensation for dwelling units added mid-year will be paid through funds collected by the County directly from the property owner prior to initiating collection services.
