Fiscal Note:
Not to exceed $200,000 of the City of Newberry’s allocated $333,333 in joint Wild Spaces Public Places partnership project funding and $333,333 in joint Infrastructure partnership project funding. Funding for Infrastructure projects is budgeted in Fund 142.

Public Hearing to Consider Amendments to Unified Land Development Code Chapter 407 Article XII, Concurrency Management and Chapter 364 Transportation Impact Fee - 24-00185

Fiscal Note:
The proposed changes in Chapter 364 and Chapter 407 Article 12 will have the effect of no longer collecting Transportation Impact Fees or Multi-modal Transportation Mitigation for new projects. Both of these fees are being replaced with the new Mobility Fee, adopted in Chapter 365, that goes into effect March 1, 2024.

The grant agreement amendment reallocates funds among cost codes, but the overall contributions remain unchanged (grant: $262,500; local match: $87,500). Fiscal Note:
With approval of the budget amendment moving funds in the Gas Tax Vehicle Replacement Fund from Appropriated Reserves to capital category and funds in the Stormwater Assessment Fund from operating expense to capital there will be enough funds in the FY24 budget to purchase one pump from Gas Tax Uses Fund account 149.79.7900.541.64.00= $138,995.11, three pumps from the Stormwater Assessment Fund account 146.79.7920.541.64.00=$416.985.33 and two pumps and two additional enclosures from Gas Tax Vehicle Replacement Fund=$349,970.22 from the account description for all three funds of machinery and equipment > $5,000.

  Approve the issuance of a purchase order to Tom Evans Environmental, Inc. in the amount of $905,950.66, and the resulting budget amendment as noted.

Fiscal Note:
The recommended lease agreement will run for 30 months per space. The Employee Health Clinic rent is $66,660.00 annually and the new Employee Pharmacy will be $37,860.00 annually.

There is sufficient budget in 507.04.0490.519.44.00 to cover both leases.

Fiscal Note:
Funds are budgeted in FY24 to cover this contract in the Municipal Services Benefit Unit Refuse Collection Fund in account 148.76.7600.534.43.00 in the operating category under the description utility services. The additional compensation for dwelling units added mid-year will be paid through funds collected by the County directly from the property owner prior to initiating collection services.
