The meeting was called to order by Chair Komanski at 11:25 AM.  Due to lack of quorum, the meeting was held in a workshop mode

The August 24, 2023, EDAC meeting minutes will be brought to the October EDAC meeting for review and approval.

Bryan Thomas, City of Newberry presented a discussion of Economic Development Priorities for the City. See attached presentation.  The City’s primary economic development initiative is their Agri-Tech Research Park.  The City is working with UF/IFAS to create an Agricultural focused research and business incubation facility where the public sector conducts the primary research, and the private sector then takes new agricultural technologies to the market. It is similar in concept to the Sid Martin bio-tech incubator and Progress Park in Alachua.  The Committee will visit Progress Park in October. 

Newberry’s Agri-Tech Research Park mission is to create an Agriculture-based Innovation Center that advances the commercialization of agricultural innovations and stimulates new agribusiness and supporting technology companies, thereby strengthening the agricultural employment base of Newberry and Florida. 

The Committee was asked to review the draft document and provide feedback before the October meeting.  This report will be presented by the Chair to the County Commission at their November 14, regular meeting.  The draft document is attached. 

Staff provided a brief update on current awards and areas of refinement before 2024 request for applications.   The updates will clarify and emphasize that the grant is applicable to farms growing food for humans.  The grant will not be applicable to hemp, medicinal, pharmacological, or food trucks.  It may also incentivize the farm to have an Extension Office supported farm plan.  The methodology update will be brought to the County Commission’s November 14 regular meeting for approval. 

Staff let the Committee know that on October 10, the Board would appoint two new members.
