Fiscal Note:
The estimated Parks’ portion of the new surtax funding is expected to be $3.3 million in Fiscal Year 2024 (FY24), and $3.5 million in FY25.  Other funding sources may be available for portions of these projects (boating improvement fund, Parks impact fees, etc.). The estimated total cost for the planned projects for FY23, FY24, and FY25 is $10.785 million.

Exclusive Franchise Agreement Between Alachua County, Florida and GFL Solid Waste Southeast, LLC for the Collection of Solid Waste and Recyclable Materials - 23-00066

Fiscal Note:
No significant fiscal considerations will present themselves until October 1, 2026. At that time the residential portion of the agreement will become active. The annual cost for the residential collection is estimated to be roughly $4.9 million per year based on the current house count. There is an annual rate increase allowed based on the annual Consumer Price Index (CPI) with a cap of 5% per year. Funds to cover these expenses are collected through an annual non-ad valorem assessment in account 148.76.7600.534.43.50.

  1.Select GFL Solid Waste Southeast, LLC as the top rank proposal received in response to Request for Proposal (RFP) 24-26 Annual Collection Services of Solid Waste and Recyclable Materials; and

The remaining American Rescue Plan – State and Local Fiscal Recovery Funds (ARP – SLFRF) qualify as Revenue Recovery and thus are being reported as such use. The budget amendment transfers the remaining balance of the Broadband funds from the ARP – SLFRF Fund 234 to a sub fund of the General Fund, Fund 052. The remaining balance of the project identified and allocated by the Board will remain funded and in process out of Fund 052. This action makes NO changes to the plan approved by the Board of County Commissioners (BoCC), just in the way we account for the funds. The majority of the transfer was approved with agenda item #23-109.

Fiscal Note:
The overall budget for this project is $350,000, with $262,500 coming from the USDOT’s Safe Streets and Roads for all grant program and $87,500 provided by Alachua County as local match from salaries and benefits of staff time for the Senior Transportation Planner, Transportation Planning Manager and Civil Engineer III and indirect costs. We are asking for approval of the grant currently to get the award back to USDOT for execution by them with a resolution and budget amendment to follow on future agenda.

In February of 2023, on behalf of the City of Archer, the County submitted a Transportation Alternatives grant application to the Florida Department of Transportation (FDOT) for $850,000. The grant will pay for 100% of the costs.
