There is currently no appropriation for this program. All work release funds were reallocated or returned to fund balance during the Mid-year budget adjustment. If funded, this program will be funded from General Fund reserves in Fiscal Year 2023 (FY23) and/or built into the FY24 budget.

- Annual recurring expenditures currently estimated at $500,000.

  • Recommended Action:

    Approve staff recommendations on the development and implementation of a Pilot Re-Entry Hub including establishing a budget to support personnel, procuring contracted services and operating expenses.

Fiscal Note:
The estimated Parks’ portion of the new surtax funding is expected to be $3.3 million in Fiscal Year 2024 (FY24), and $3.5 million in FY25.  Other funding sources may be available for portions of these projects (boating improvement fund, Parks impact fees, etc.). The estimated total cost for the planned projects for FY23, FY24, and FY25 is $10.785 million.

Fiscal Note:
No significant fiscal considerations will present themselves until October 1, 2026. At that time the residential portion of the agreement will become active. The annual cost for the residential collection is estimated to be roughly $4.9 million per year based on the current house count. There is an annual rate increase allowed based on the annual Consumer Price Index (CPI) with a cap of 5% per year. Funds to cover these expenses are collected through an annual non-ad valorem assessment in account 148.76.7600.534.43.50.

    1.Select GFL Solid Waste Southeast, LLC as the top rank proposal received in response to Request for Proposal (RFP) 24-26 Annual Collection Services of Solid Waste and Recyclable Materials; and

    2.Approve the contract for Exclusive Franchise for the Collection of Residential and Commercial Solid Waste between Alachua County and GFL Solid Waste Southeast, LLC and authorize the Chair to execute same on behalf of the County.

Fiscal Note:
The remaining American Rescue Plan – State and Local Fiscal Recovery Funds (ARP – SLFRF) qualify as Revenue Recovery and thus are being reported as such use. The budget amendment transfers the remaining balance of the Broadband funds from the ARP – SLFRF Fund 234 to a sub fund of the General Fund, Fund 052. The remaining balance of the project identified and allocated by the Board will remain funded and in process out of Fund 052. This action makes NO changes to the plan approved by the Board of County Commissioners (BoCC), just in the way we account for the funds. The majority of the transfer was approved with agenda item #23-109.

    Approve and sign the Interlocal Agreement between Alachua County and the City of Gainesville

Fiscal Note:
The overall budget for this project is $350,000, with $262,500 coming from the USDOT’s Safe Streets and Roads for all grant program and $87,500 provided by Alachua County as local match from salaries and benefits of staff time for the Senior Transportation Planner, Transportation Planning Manager and Civil Engineer III and indirect costs. We are asking for approval of the grant currently to get the award back to USDOT for execution by them with a resolution and budget amendment to follow on future agenda.

    Approve the Safe Streets for All grant agreement with U.S. Department of Transportation and authorize the Chair’s signature

Fiscal Note:
Should FDOT award the grant and require an agreement with the County, any Fiscal Impacts will be identified at that time. In February of 2023, on behalf of the City of Archer, the County submitted a Transportation Alternatives grant application to the Florida Department of Transportation (FDOT) for $850,000. The grant will pay for 100% of the costs.

    The Development Review Committee reviewed the Replat at its June 1, 2023 hearing and recommended that the Board of County Commission (BoCC) approve the Replat based on a finding of consistency with Florida Statutes, the Alachua County Comprehensive Plan, and the Alachua County Unified Land Development Code.

Make the legislative factual determination that the Non-Profit Cultural Facilities Capital Projects that Promote Tourism program funded with revenue from Tourist Development Taxes (TDT) serves a public purpose and is primarily related to promoting and advertising tourism in Alachua County, and that the development of capital cultural facilities spotlights Alachua County as a desirable place to visit by promoting the positive qualities and numerous cultural, artistic, historic, natural and other tourist-related attributes and activities available in Alachua County for tourists to enjoy.
