BoCC match will not exceed the City of Waldo’s allocated $333,333 in joint Wild Spaces Public Places partnership project funding and $333,333 in joint Infrastructure partnership project funding.


As part of the 2016 half-cent Wild Space Public Places surtax, $300,000 was awarded to Waldo for a canal dock or improvements to Sid Martin Park. An amendment in May 2019 added Waldo City Square (formerly Waldo Community School) and postponed the project start date to no later than 10/1/2025, but maintained the required completion date of December 1, 2030. These funds remain encumbered, but have not yet been requested by the city for reimbursement.

    Pursuant to Ordinance 2022-08, approve all 6 Surtax Grant Applications submitted by the City of Waldo, and authorize the Alachua County Chair and Clerk to execute a grant agreement for each application using the form grant agreement attached to this agenda item.

For the acquisition, OMB will identify options for the Board to consider before exercising the option to purchase. This may include Surtax, available Revenue Recovery funds, grants, or the General Fund, or a combination of all sources. Operations and Facilities preservation budgets will need to be developed and included as a budget amendment and into future budgets. This action will place the $150,000 option payment at risk if the purchase is not completed. The option payment will come from special expense.

If the High Springs Lime Rock Mines property is acquired, the county will receive grant funding from the State of Florida Department of Environmental Protection. This is a $800,000 reimbursement grant to cover a portion of expenses of the potential purchase of the property. Additional partner funding may be necessary to meet the 50% bargain share funding requirement (pending property appraisal).


If the property is acquired, both the acquisition expenses and the grant reimbursement revenue will be associated with the Wild Spaces Public Places fund as follows:

    That the Board adopt the proposed resolution to set a date and time to hold a public hearing to consider vacating the plat of Seminole Pines and authorizing the County staff to advertise the same.

Fiscal Note:
The Purchase Price of the Property is $690,000.00.


The appraisal report for the Property is $1,500.00.


Title search and examination fees are approximately $1,000.00.


The title insurance Premium is $3,525.00.


The recording fees are approximately $ 30.00.


The total cost to purchase the Property is approximately $696,055.


The match for the grant was previously set up in the general fund account 001.79.7900.541.63.98 with the description of improvements other than building. The actual purchase costs will be made from the same category of capital but from the account 001.79.7900.541.61.00 with the description of land. The resolution for unanticipated revenues with budget amendment is to account and budget for both the Pine Hills and the Hills of Santa Fe Resilient Florida Grants and has been set up in the Resilient Florida Grant Fund in the account 134.79.7920.541.61.00 with the description of land. Since this is a reimbursement grant, inter fund loan is necessary till the County get reimbursed.

    Approve the acquisition of the property located at 11208 NW 14th Avenue, Alachua County, FL for demolition and use as a storm water basin, authorize the Chair to sign the Purchase Agreement for Property, acceptance of the Deed, Dedication to Public Use and Declaration of Restrictive Covenants, any other documents, approved by the County Attorney, necessary to complete the acquisition, approve resolution for unanticipated revenues with budget amendment and inter fund loan.

Authorize staff to pay for capital improvements related to the project up to $500,000 from Tourist Development fund.
