The public may attend and participate in this meeting. Public comment will be in person only.  Public comment will be taken for each agenda item, and the public will also have an opportunity to speak about items not on the agenda at the end of the meeting. Members of the public who wish to speak are asked to limit their comments to three minutes.

There are no fiscal impacts associated with this Board discussion. If the Board decides to move forward with a Comprehensive Plan amendment, there will be advertising costs for public hearings at that time (those costs can be covered within the existing budget).

Fiscal Note:
There is no fiscal impact from this workshop. Should the Board choose to update, fees advertising for ordinances will be required, and budgeted revenues may need to be adjusted for the future fiscal year.

    Hear a presentation from the consultant and provide direction to staff.

Fiscal Note:
As part of the due diligence work on the site and to ensure that all EPD-recommended locations are sampled, the County is covering up to $1,000 for the soil analysis. The City of Newberry is covering the cost for the majority of the soil analysis. The City of Newberry is contributing $25,000 to the County’s road analysis of County Road 337. The County has the road analysis funding split between Hazardous Waste (Fund 405) and Rural Collection (Fund 403). The total cost of the road analysis is $101,748.

    Review draft terms for Newberry Environmental Park parcels and provide direction to staff.

Fiscal Note:
The Florida Department of Environmental Protection FY23 Household Hazardous Waste Co-op Grant No. HHW 301 is a reimbursement Agreement with a not-to-exceed amount of $181,000.00. By approving the amendment, the County will seek reimbursement and apply funds to operating expenses; the $48,470.00 budgeted for the purchase of a Chemical Storage Building will be paid by utilizing operating funds that have been reimbursed as part of the grant.
