There are two General Comment periods: Noon and 5:30 p.m. (or at the end of the morning meeting if there is no evening meeting).  Members of the public may only speak during one of the two designated General Comment periods.  At Noon, commenters may be in person or call in. Commenters have 3 minutes for agenda items and 3 minutes for non-agenda matters. Those addressing agenda items can't comment again when that item comes up.

$100,000 for the commission and complete installation for the selected art budgeted for Art in Public Places through the building’s capital budget in Fund 324. (324.19.1912.712.64.20 Machinery & Equipment-Professional Services)


$150 stipends to each of the 3 artists were already paid from the Art in Public Places Fund (118.04.0490.712.64.20).

  • Recommended Action:

    1. Select art from the three presented for the Court Complex sculpture. 2. Authorize the issuance of the corresponding purchase order in the amount of $100,000 to include the County’s standard hold harmless and indemnification provisions; home rule venue; the affidavit required by 787.06, F.S.; access to the site; delivery and installation deadlines; and payment terms. 3. Waive the payment/performance bond requirements required by 255.05, F.S. as the project is under the $200,000 threshold.

  • Recommended Action:

    Accept the recommendations set forth in the attached letter dated March 25, 2025 from the Chair of the ISOB and direct staff to request all municipalities receiving surtax revenue implement the ISOB’s recommendations.

Authorization of Option 2 would entail a total Contract of $1,901,381 and no budget change from FY25. Funding for this contract would come from the General Fund - Unincorporated Fund in account 008.79.7940.544.34.00 and Funds 354 and 355, with the account description of other contractual services.

    Direct staff to draft a contract for FY25/26-FY26/27 with the City of Gainesville with the RTS level of services described in Option 2, including Base Services, service for Routes 52 and 75, increased service for Outside Urbanized Area, and increased Fare Free contribution.​

    Hear the presentation and accept the Fire Rescue Master Plan Report prepared by Emergency Services Consulting International (ESCI) as a guiding document for the continued development and enhancement of fire rescue services. Authorize staff to implement strategies and programs outlined in the Master Plan as necessary, subject to annual budgetary appropriations

    Hold public hearing; direct staff to submit application for Community Development Block Grant (CDBG) in the categories of Housing Rehabilitation and Economic Development; and authorize signature authority to the County Manager or designee to submit CDBG application for funding and other required forms to apply for the CDBG Grant, including any modifications.

Fiscal Note:
Economic Development Grant: Grant budget amount request: $13,667,758 - Match Requirement: None. Per Ramon Gavarrete: Section CR 235A is NOT in the current Transportation Capital Improvement Plan. It is in the Pavement Management Program, but it is not in the adopted plan.


Housing Grant: Grant budget amount request $TBD - Match Requirement- CDBG Has no Requirement.

The credit provided in this agreement is based on the value of the right-of-way being donated. Fiscal Note:
The grade change for this classification is shown in the background section below. There is a current incumbent in the position. Per Procedure Number EP 5-3, An employee who is reclassified three or more pay grades will receive the base of the new position or 10% increase from current salary, whichever is greater. The current hourly rate is $25.7256, and the new hourly rate will be $28.4842. Operating budget will be reallocated to cover the salary costs.

    Approve and authorize the Chair to execute the grant agreements with Windstream Florida, LLC, substantially consistent with those attached to this agenda item once signed by Windstream, for Broadband Deployment Assistance to Deliver Reliable Internet to Unserved and Underserved Areas in Alachua County:

    1. Grant Agreement 14509 with Windstream Florida, LLC for Target Area A (East Waldo & Earleton, in the amount not to exceed $2,270,708.00.

    2. Grant Agreement 14644 with Windstream Florida, LLC for Target Area B (Island Grove, in the amount not to exceed $411,681.00.

    3. Grant Agreement 14645 with Windstream Florida, LLC for Target Area C (Northwest Corner of Alachua County, in the amount not to exceed $4,883,764.00

    4. Grant Agreement 14646 with Windstream Florida, LLC for Target Area D (South High Springs, in the amount not to exceed $4,989,224.00
